Creating an Account/Registration for the Resource Inventory System

Introduction

To use RIS you must have a PrepToolkit account. The process for acquiring access to RIS is outlined in the graphic below.

Limited information is available to guest users of PrepToolkit. To gain access to additional information and also to access RIS, you must register and sign in. Users are encouraged to utilize their government, agency, non-profit, or corporate email accounts during registration. The use of personal email accounts is discouraged if other options are available.

Once you have registered, your access will continue to be limited until your account is vetted and approved by a manager of PrepToolkit. Vetting of your account may take 1-2 days. Personal email accounts may take additional time to be vetted.

NOTE: Users who have a FEMA Personal Identity Verification (PIV) card do not need to register. Your PrepToolkit account will be automatically created upon initial sign in.


Users With PIV Cards

Sign In

To sign into PrepToolkit with your FEMA PIV card, you must access PrepToolkit using Internet Explorer.

If you have a FEMA Personal Identity Verification (PIV) card, you must use it to access PrepToolkit. To sign in with your PIV card:

  1. Within PrepToolkit, select the Sign In link on the top right corner of the screen.

  2. Insert your PIV card into your card reader.
  3. Select FEMA Employees - Sign In With PIV.
    The following instructions are shown: “If you are a Personal Identity Verification (PIV) card holder, insert your PIV card into the card reader and select the PIV Sign-In With PIV below to select your certificate and enter your PIN.” The FEMA Employees – Sign In With PIV button is highlighted beside an image of an identification card stating United States Government, John Doe, USA, with the U.S. DHS seal shown. If you are not already registered, select Register below.”
  4. Select your certificate and enter your PIN.

PIV card users are encouraged to populate their user profile in PrepToolkit and to keep it up-to-date. This information is used in various places throughout the system. Keeping an accurate, complete profile will help facilitate a smoother experience when registering for exercise meetings, becoming a member of a community or exercise, etc.


Users Without PIV Cards

Registration

Complete the following steps to register:

  1. Within PrepToolkit, select the Sign In button in the top right corner of the screen.

  2. Select the "Register" button.
  3. Provide your email address and check the "I'm not a robot" box.
    An E-mail field and an “I’m not a robot” checkbox are highlighted. A reCAPTCHA icon is shown with links to Privacy and Terms. Continue and Cancel buttons are provided.
  4. Select all images being requested and select Verify.
    Nine images are shown with the following instructions: “Select all images that match the label: kite.” Refresh, audio, and information linked icons are shown. A Verify button is provided.
  5. Select Continue.
  6. A confirmation message will appear, noting that a registration link has been sent to the email address you provided. Visit your email inbox and select the message from no-reply@preptoolkit.fema.dhs.gov. Note: This email may take a couple of minutes to arrive in your inbox. If this email does not appear in your inbox, be sure to check your junk and/or spam folders.
  7. Navigate to the link provided in your registration email. It will route you to the area of PrepToolkit where you can provide the remaining details to set up your account. Note: This link will only be active for 60 minutes. If this window has passed, please begin at step 1 to generate a new registration link.
  8. Provide the requested account information. Select the question mark icon beside the New Password field to view password requirements.
    Eleven fields are shown: New Password, Confirm New Password, Username, Sector, U.S. Citizen, Salutation, First Name, Last Name, Email Address, Phone Number, and Reason for Access. The headings of four collapsible field areas are shown; their contents are hidden. The headings are Address, Agency/Organization, Supervisor, and Sector Specific/Community of Practice. Continue and Cancel buttons are provided.
  9. Select Register; a confirmation message is provided if you have registered successfully.

Once you have registered, your access will continue to be limited until your account is vetted and approved by a manager of PrepToolkit.

Sign In

If you do not have a FEMA PIV card, you must register with PrepToolkit before you will be able to sign in. To sign into PrepToolkit after registering:

  1. Within PrepToolkit, select the Sign In button in the top right corner of the screen.

  2. Provide your username or email address and your password. Select Sign In, and an Email will be generated and sent with the MFA code.
    A sign in screen is shown with the following instructions displayed: “For users without a PIV card, enter your username and password to sign-in. If you are not already registered, select Register below. Username/E-mail and Password fields are displayed. Sign In, Forgot Sign In, and Register buttons are provided.
  3. Go to your email to retrieve the MFA code you will need to login to PrepToolkit.
  4. On PrepToolkit, enter the code you received in your email.
