Technical Assistance
Program
The Federal Emergency Management Agency's (FEMA) Continuous Improvement Program (CIP) builds preparedness through consistent, agency-wide assessment, program consulting and support, and corrective action tracking. Additionally, CIP provides technical assistance to state, local, tribal, and territorial (SLTT) partners; non-governmental organizations; private sector organizations; other federal agencies; and other organizations with emergency management functions through its Continuous Improvement Technical Assistance Program (CITAP).
CITAP offers guidance, tools, templates, training, and customized engagements.

About CITAP
CITAP provides technical assistance to partners and other federal agencies through tools, templates, training, and customized engagements.

Trainings
CITAP’s Training Suite offers opportunities to learn, gain knowledge, and develop skills in continuous improvement through virtual, independent study, and in-person training courses. Training is critical to build capacity to self-evaluate, continuously improve, and monitor the completion of improvement actions.

Templates & Resources
CITAP offers a variety of templates and resources to help build the capacity of continuous improvement partners to complete activities across the four phases of continuous improvement. This repository offers tools that partners can use in implementing their continuous improvement efforts.

Best Practices
FEMA is compiling lessons learned and best practices in emergency management on various threats and hazards to provide examples of successful continuous improvement efforts that may be relevant to other organizations and communities. Partners may use these best practices to enhance their preparedness, response, and recovery efforts before, during, and after disasters.

Advisory Services
SLTT partners may request in-person and/or virtual Advisory Services engagements from FEMA’s CITAP team. These customized engagements enable capacity building in Continuous Improvement across the emergency management community.
