Continuous Improvement Technical Assistance Program

The Federal Emergency Management Agency's (FEMA) Continuous Improvement Program (CIP) improves survivor outcomes through consistent, Agency-wide assessment, and corrective action tracking. One of many responsibilities, CIP provides Technical Assistance to State, Local, Territorial, and Tribal (SLTT) partners and other federal agencies through tools, templates, training, and customized engagements. The Continuous Improvement Technical Assistance Program (CITAP) offers a comprehensive technical assistance package through virtual and onsite technical assistance to SLTT partners in Continuous Improvement. The type of Technical Assistance CIP provides is based on the unique needs of the request. To learn more about Continuous Improvement:

CITAP provides Technical Assistance to partners and other Federal agencies through tools, templates, training, and customized engagements. 

CITAP’s Training Suite offers opportunities to learn, gain knowledge, and develop skills in Continuous Improvement through virtual, independent study, and in-person training courses. Training is critical to build capacity across all levels of government to self-evaluate, continuously improve, and monitor the completion of improvement actions.

CITAP offers a variety of tools and templates to help build the capacity of Continuous Improvement partners to complete activities across the four phases of the Continuous Improvement Process. This repository offers tools and templates that partners can use in implementing their Continuous Improvement efforts.

FEMA is compiling lessons learned and best practices in emergency management on various threats and hazards to provide examples of successful Continuous Improvement efforts that may be relevant to other organizations and communities. Partners may use these smart practices to enhance their preparedness, response, and recovery efforts before and after disasters.

The Community of Practice forum facilitates communication between Continuous Improvement partners and with FEMA. With the Community of Practice forum participants can share best practices and lessons learned in practicing Continuous Improvement, share products and templates, and network to build new connections in Continuous Improvement and emergency management.

SLTT partners may request in-person and/or virtual Advisory Services engagements from FEMA’s CITAP team. These customized engagements enable capacity building in Continuous Improvement across the emergency management community.
